Duties

Help

As a MANAGEMENT ANALYST at the GS-0343-13 some of your typical work assignments may include:

  • Analyzes, develops, and evaluates issues, and develops detailed plans, goals, objectives, and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations for long-range implementation in assigned program area.
  • Participates in and manages the preparation, and maintenance of the Joint Manpower Program (JMP- the Joint Table of Distribution (JTD), the Joint Table of Mobilization Distribution (JTMD), Service manpower documents (e.g., Unit Manpower Document (UMD), Activity Manpower Document (AMD), Table of Distribution & Allowances (TDA), and Table of Organization & Equipment (TO&E)), and the Organization and Functions Manual) through the Joint Staff, the Services, and USTRANSCOM.
  • Actively participates in or facilitates management studies and planning to improve organizational direction and focus using appropriate manpower management planning tools and techniques.
  • Responsible for the accomplishment of an effective manpower program which includes in-depth analysis designed to facilitate recommendations and decisions pertaining to the distribution and utilization of manpower resources.
  • Designs, plans, and conducts research projects; and provides advisory services on a wide variety of substantive issues with extensive scope, complexity, and impact throughout a complex organizations with interrelated processes and functions.
  • Reviews organization structure and/or functions of organizations with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes, and maximize mission accomplishment and resources utilization, to include resolving complicated substantive problems affecting major command programs and requirements, and proposes new organizational structures, realignment of functions to improve efficiency.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Performs Manpower Management Program implementation across all functional areas of a combatant command.
  • Documents and adjusts manpower requirements in response to unforeseen changes in organization, methods and procedures resulting from budget alterations and limitations imposed by the Department of Defense (DoD).
  • Provides complex management support services in the areas of program analysis, annual multi-year/long-range fiscal planning (e.g. Defense Planning Guidance (DPG), and Planning, Programming Budgeting and Execution (PPBE) cycles).
  • Provides supervisors/managers and senior leadership advice relating to effective and efficient management of manpower resources.
  • Manage requirement through accurate data analysis, tracking and maintenance of manpower documents. Applies manpower initiatives to ensure compliance and meet the mission needs of an organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
