motivation training program in fire prevention. May supervise a small subordinate staff (typically less than 5 military/local national employee positions with no subordinate US civilian(s)) or no subordinate positions.

(Duties):

  1. As the Assistant Chief for Fire Prevention, participates in the administration and planning of a comprehensive fire prevention program at the installation.
  2. Plans, administers, and supervises the fire prevention education program.
  3. Reviews construction and modification plans, confers with engineers, and provides technical/functional assistance on fire prevention and building design criteria.
  4. Performs limited supervisory personnel management responsibilities for a small subordinate staff. with no subordinate US civilian position.

  • This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug testing program. As a mandatory requirement for employment in this TDP, the incumbent is to -
  • (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • Must be able to obtain and maintain a secret security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR), Fire Protection and Prevention Series, GS-0081-11.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. NOTE: Your resume must show supporting detail in describing your experience, please be clear and specific. We will not make assumptions regarding your experience.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Please attach copies of certifications when you submit the resume to verify qualification requirements for the position. Certification requirements for this position are: Fire Inspector III (includes Fire Inspector I, II), Fire Instructor II (includes Fire Instructor I), and HAZMAT Awareness. Fire Officer III, Hazmat Incident Commander (includes Hazmat Awareness and Hazmat Operations), Airport Firefighter (includes Firefighter I and II).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes.
  2. Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity.
  3. Knowledge of the layout, design, construction, and contents of buildings; location of fire protection systems; and other similar characteristics of a typical DOD installation.
  4. Ability to interpret, analyze, and evaluate facts to make sound decisions.
  5. Ability to plan, organize, and direct functions and to mentor, motivate, and appraise the staff of an organization.
  6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
